Not to throw a giant monkey wrench into the mix, but have you thought about PHP?

You can get it for free ( www.zend.com ) and there are lots of
form mailer scripts out there:

Will be at V5R4. Will this take a lot of memory? This is a small model 800 with 2 gig memory - it will only be light traffic, static html, and a few perl scripts (formMail.cgi)
