You need to know what libraries are in the list before you can remove
them using the RMVLIBLE unless you do the CHGLIBL and replace it
completely with either nothing or a base list.

I wrote this about a year ago. It's part of a command called setLibl
which we use to reset our library list as we have 5 environments plus test
environments. It seems to remove the user libl portion without any
problems. of course, YMMV.
