It has to do with the files you're trying to access being defined with CCSID 65535. IBM is doing a lot to get people to quit doing this and it wasn't an issue back in 2002. There may be a setting you need to specify when you set up the JDBC driver. For example, on the ToolBox driver, setting translate binary=true will fix this problem. I think there's a similar setting for the Native driver.
