Macro parameter passing

<a href="/db2www/timeoff.htm/getforupd?key2=$(V_todtod) 
?key3=$(V_todtoc)"</TD>$(V_todtod)

I can't seem to get 2 variables passed - key2 and key3.  The value of key3 
attaches to key2.  Is there another way or must I parse it out?
