Rich text format support?

I'm building a web application using RPG CGI and need to be able to save
documents and images within the application.  I was wondering how I could
provide an "attach" button which would open up a file search dialog which
would in turn save the selected file to the application.  Open items however
is where the attachment would go (IFS root file system) or a database file
and how to make it happen.  Can anyone discuss this and/or provide some
sample/examples?
