You can create a certificate on the AS400 and your users then have the option of accepting and downloading it when they log on. Or, preferably, you can purchase a certificate from a public certificate authority like Verisign that will be accepted by any browser without any action on the part of the user.

You need to load 5722AC2 or 5722AC3 (Cryptographic Access Providers) and
5722SS1 option 34 (Digital Certificate Manager) first. Once that's done,
you'll need to create a certificate and assign it to your HTTP server
(look at the documentation for Digital Certificate Manager). You'll also
need to change your HTTP server configuration so it uses virtual hosts.
You'll have one for traffic on port 80 and another for traffic on port
443 (the SSL directives need to be put into this virtual host).
