*LIBL to the qualified library name.

I've got a CGI program that calls procedures in a service program.

I keep getting the 500-Internal Server Error.

In the logs I see:
MCH3401 - Cannot resolve to object MYSRVPGM. Type and Subtype X'0203'
Authority X'0000'.

I though, ok the library containing MYSRVPGM isn't in the library list
of the CGI job.  No biggie.

I tried adding calls to QCMDEXE in the CGI program to add the library
containing my service program to the library list, but that didn't help.
I assume that the OS is trying to activate the service program run the
CGI program is started.

So I tried setting up a new JOBD that had the right libraries, the
changed the QTMHTTP and QTMHTP1 user profiles to use the new JOBD.  That
didn't work either.

What am I missing?
