 Matt- I tried both UTF-8 and ISO-8859-1 in an attempt to get things
working.  Your suggestion of using CCSID 819 did the trick. Ant is now able
to read my build.xml file.  Now that the CCSID is correct, Ant works with
both UTF-8 and ISO-8859-1.
