The cool thing about Ruby is that I think it will change web programming forever in the Java community, but not in the area of becoming a language everyone uses, and instead because everyone see's how easy it is they will try to emulate the ease-of-use in their next generation frameworks (https://trails.dev.java.net/). Not true about SQL being slower access than RPG. But the bigger picture is if the platform is to compete seriously in the market place against other DBMS platforms it is imperative those using legacy programming languages (RPG, CL, etc.) move to using mainstream languages (SQL for sure) and programming methodologies.
