Rob,

If you want to force the sent email to look a certain way, you'll be
better off writing a program to send the email formatted the way you
want. About the only thing you can count on working in mailto links is
that the email address will get set. Setting the subject line works for
most email clients. Beyond that, it's a crap shot.

What type of server is this? If it's an AS/400 or iSeries, I have
Net.Data samples that send email. If it's a Windows or Unix/Linux box,
it should be easy enough to find samples (you'll need to know what you
have access to language-wise) to do what you want.
