cgidev2 fails to start

when I attempt to start the cgidev2 instance with the following:

strtcpsvr server(*http) httpsvr(cgidev2apa) 

I get the following error but am unable to ever locate the job log to figure 
out what I am doing wrong:

Any help would be appreciated.
