On the one hand the disappearance of TAATOOLS would have resulted in half the 400s in the world banging on IBM's door. Plus they were already paying Jim as a contractor to maintain it. They wanted to unload it and the maintenance cost - so they offered it to Jim. CGIDEV2 was maintained by Mel and distributed by Giovanni. It was never "loved" in the same way and as far as I know was never distributed with the system. Smaller number of users (i.e. less people to p#ss off) and no outgoing $.
