Why not map a drive to the IFS and us the existing .NET web server to
deliver the TIFs?  I'm sure it could also convert to PDF for you on the
fly (or another image format).  For that matter, set up a web service on
the .NET server that does this for you, and then if you *really* need to
call this from PHP, use NuSOAP
(http://dietrich.ganx4.com/nusoap/index.php) to consume the webservice. 
(very very easy!)

If you *really really really* need to call an RPG program from PHP, I
think you are out of luck.  You may be able to utilize a C or Java
intermediary, but I don't even know where to tell you to begin on that
endeavour.
