Just curious... seems like you (or your users) are on the fence... do they want web apps, or green screen apps on the web (your mention of using function keys to go to screens is why I mention this). It is possible to use function keys on the web, but why would you? If this is a heads down data entry app, maybe you'd be best sticking with green screen? If you want to create some nice web apps (with or without function keys, what I would suggest) there are some good tools out. I have my eRPG SDK (www.erpgsdk.com) and there are other tools out there like CGIDEV2 and I know Joe Pluta also has some utilities that convert programs/DDS/etc to JSPs. For emailing my MAILTOOL utility works nice... I use both it and the eRPG SDK heavily on my BVSTools.com website. For scanning forms, if you store them in the IFS, it should be fairly painless to display them in a web page. Apps on the web do run batch, so that would help with your interactive workload.
