I had the same problem when I migrated an original config to the apache
config.The problem was with what userids were authorized to the db2www
*PGMobject. Under the original server QTMHHTP1 was the only userid that
needed authorized. Under Apache both QTMHHTP1 and QTMHHTTP need
authorized. The Original HTTP server switchces IDs before checking for
file existence. The Apache server checks first then switches IDs. If the
file can't be accessed by QTMHHTTP you get a not authorized error.

I have net.data running on our original webserver. I have created a new

instance powered by apache. I can't seem to get net.data macros to

Right now, I am getting that I am not authorized to the page.
My macros are in the directory WWW/JKLTEST/HTDOCS/MACRO and my includes

I have *PUBLIC *RWX on WWW, JKLTEST, HTDOCS, MACRO and INCLUDE folders
