I had the same problem when I migrated an original config to the apache config.The problem was with what userids were authorized to the db2www *PGMobject. Under the original server QTMHHTP1 was the only userid that needed authorized. Under Apache both QTMHHTP1 and QTMHHTTP need authorized. The Original HTTP server switchces IDs before checking for file existence. The Apache server checks first then switches IDs.
