Absolutely not . . . the problem that I had was caused by *not having* 
/QIBM/USERDATA/HTTPA/ADMIN/WEBAPPS/ROOT . . .

BTW - I have /QIBM/USERDATA/HTTPA/ADMIN/WEBAPPS/ with HTTPAdmin, IPPAdmin, 
and ROOT sub-directories - ROOT is empty the other 2 have additional 
sub-directories.
