On my system, /QIBM/include/sqlcli.h is a symbolic link to /QSYS.LIB/QSYSINC.LIB/H.FILE/SQLCLI.MBR


(which is another way of saying the SQLCLI member in a file called H in the QSYSINC library)

You might want to check if you have that member. If so, you could copy from it instead of the /QIBM/include directory. Or, you could just symlink to /QopenSys/usr/local/include instead of copying...
