apache create server auth error -- WEB400

Using wizard to create an apache server. On last screen click finish.
Error: ZUI_50008: You do not have the necessary authority to update
configuration file /www/bncweb/conf/httpd.conf.

Have tried this with a profile with *allobj, and also qsecofr.
This is 1st server on new i5 520 v5r3 with latest cume and
http group. error not found in ptf cover letters.
