I found an iSeries...you need SSLEnable...

LoadModule ibm_ssl_module /QSYS.LIB/QHTTPSVR.LIB/QZSRVSSL.SRVPGM
SSLEnable 
SSLAppName QIBM_HTTP_SERVER_WEBFACING (or whatever...)

These should be automatically added when you enable SSL.
