Portlets are servlets that run in just a portion of the browser.  They
can be minimized and maximized like windows.

If you want a little more explanation:

Having multiple portlets on a browser is like having multiple windows
tiled on a desktop.  The user has the ability to minimize or maximize
portlets as they see fit, and even to rearrange the positions of the
portlets on the screen.  The portlets are independent servlets (they can
even be running on different web servers) but they can also communicate
with one another.
