I would have thought that you could EDTF the web.xml for the particular web
application,
and then do application restart from websphere instance admin in HTTP server
, as opposed to a server restart.

Are you able to access the web.xml, or do you get file in use message.

Ive been pointed in the past to a program called EditPad Lite, that will
allow you write to a file while it is in use
