The "virtual path" is the part of the URL between the server name and
the "file name". It's called virtual, because it has normally not very
much to do with your physical paths.

So you could decide to reverse proxy all requests for /myspecial/ to
another server called http://theotherserver/anotherspecialthing .

But in your case, it should be / to http://192.168.254.101/.

So you have a line

ProxyPass / http://192.168.254.101/

in your Apache config, likely in the global container.

No, not necessary. You use a forward proxy when you want your local
people surf the web via your proxy. Your production web server has not
to know whether it is directly "hit" or via your proxy. No
configuration change necessary.
