.do file not found when running WAS Express TestEnvironment -- WEB400

I am attempting to run the following tutorial on how to use the web
interaction wizard to call an RPG program from a JSP:

WAS's internal HTTP server doesn't seem to want to work with
http://localhost so I got my input page to come up at http://127.0.0.1.
When I put values in my form (or submit it blank) and hit enter, I get the
following error:

Error 404: File not found: iwiGetPay31.do

Any idea what I'm doing wrong?
