directory browsing and welcome page -- WEB400

HTTP Classic and V5R1, I have several virtual sites set up.
Pass  /aaa/*      /aaa/* 
Pass  /bbb/*    /bbb/*  
Welcome /aaa/welcome.htm  www.aaa.com   
Welcome /bbb/welcome.htm  www.bbb.com 

I get a 403 Directory browsing failed - access forbidden

If I turn on DirAccess, the user gets a directory list (which I don't want)
Why won't the welcome pages come up.
(and where is this documented? The Info Center says "DirAccess" not found)
