WEB Facing menus

Does anyone have experience with building a drop down style of menu with
a web facing project? I would like to replace my as/400 style menus with
something more "PC Like". I have been told that I could probably use a
page with two frames, the top frame would contain a menu control and the
bottom frame is where my converted pages would load. Is this the best
approach?

An example would be greatly appreciated!
