I moved the property-file to the root of a 'utility-project'.  This
project is 'jarred' automatically into the Enterprise Application root
which covers the WebModule.  This jarfile is also attached using 'module
dependencies' to the WebModule.  Now the property-file is loaded.

Still I wonder, shouldn't the property-file be found when placed at root
of WebModule?  Is this a bug?
 (for good understanding, 'root' means the 'webApplication'-folder in WSAD
and is where all *.html and *.jsp are)
