If they are all simultaneous, then yes up to your max instance variable
setting.  If you are not setting this, then the default is 40.  Yes, the
400
will automatically create jobs as needed.  What it will not do is clean
them
up once the traffic dies down.  I have come in on Monday and found 25-30
CGI
jobs just sitting and waiting (at the end of a typical day I may end up
with
7-8 jobs started).
