Are you running Websphere on a model 720-2061?  If so, then the CPU speed
is
inadequate for the workload.

This leads to a good question.  My understanding is that Java components
connect to the database and access other native resources via "host
servers".  No static binding to service programs, for example.  No shared
memory.  It's almost as if Java runs in it's own partition anyway.  What
is
the difference between running Websphere on an integrated xSeries server,
and running it under OS/400?

If there is little difference, why not take advantage of the price /
performance advantage of the xSeries?
