Parameters aren't passed to programs, from HTML, like normal PGM -> PGM.
You are gonna have to pull the parameters using the CGI APIs...

This is my simple HTML form to send the request:

            CALL       PGM(REGCOUNT) PARM(&YEAR &TERM)
