I will say up front that I don't think any approach wins all the time: you
must carefully wiegh your circumstance, expectations, and options before you
proceed.  There are a lot of factors you should consider when making this
decision, so before you begin answer the following quesitons.

1.  What is your comfort level with web technologies in general, i.e. HTML,
HTTP, CGI, etc.
2.  What are your skill levels with RPG/ILE and Java?
3.  What is your implementation expectation, i.e. will this project reside
on a single server or is it a solution you must distribute?
4.  What kind of traffic do you expect and how many simultaneous end-users
are you anticipating?
5.  What is your current processor's CPW rating?

Answer these questions first and maybe we can help guage your needs a little
better.
