Hi Justin.  Here are a couple of ideas.

1.  Buy my book "e-RPG" which you can find links to at
www.bvstools.com/erpg.html

This book goes from basic HTML, to HTTP setup to CGI
programming with RPG.  It even covers the API used and
includes easy to use wrappers.

A followup due out in a couple months will also be a great
companion.  Watch for it a MCpressonline.com

2.  check out the CGIDEV2 tools.  If you're not interested
in the inner workings of the APIs and getting data to the
web, this is a good toolset that IBM provides for free.

I would suggest both routes.  My book will help you with the
setup and configuration and help you understand what's going
on when developing apps, even with CGIDEV2.
