Dan you need to first of all have Digital Certificate Manager (option 34 of SS1) installed on the 400, and also AC3 the cryptographic access provider. If they are not installed already make sure after you install that you load any PTF's for them. You also don't say what release you are on as the interface changes radically between 450 and 510. Once installed it will appear as an option on your browser based Admin screen port 2001. Here is one link to one of the redbooks that describes what to do under the older interface.
