java script concept question

I want to "paint" a web page such as the following

officers
accounting
accounts receivable

and on the mouse over the text would expand to show and be a link to the
e-mail addresses under those departments,
but I am at a loss how to do this; all the examples I can find just change
the picture from one to another,

Is this even possible with java script???
