FWIW, I've had firewalls blocking my updates for years, so I just download
and install from ZIP. Just add the downloaded ZIP as an Archive under
Install New Software. They aren't cumulative, so it's tedious with a fresh
9.8 install, but after that, it's not bad.

ending in "... updates are not permitted." Am I doing something wrong?
