That is the main feature, and it's required.
I just did a quick install and check for updates and had no issues.
Is it possible your hack for RDOi / Aldon 11.1 plug-in to work with RDi 9.9 is causing this issue?
Also, you could try un-checking the Eclipe 4.31 site. It could be a conflict with the RDOi Aldon plugin.

Folks:
Anyone know what the 'IBM IES Feature' is?
Every time I want to update, or install, a feature in RDi 9.9 I'm told that it has to uninstall IBM IES Feature in order to install or update the new or updated feature.
Looking at the feature.xml filer for com.ibm.ies.feature, it appears to be a container for the core of Eclipse.
