What do you have set for the default for new IFS files?

I have not looked in depth but found this that sorta discusses the problem. I expect that the workspace would create a source with UTF8
https://stackoverflow.com/questions/26324622/what-characters-do-not-directly-map-from-cp1252-to-utf-8

My understanding is that you should be able to go from 1352 to UTF8 but not from UTF8 to 1252 …

Subject: [EXTERNAL] [WDSCI-L] Encoding error on save
I'm getting this error when trying to save an IFS CLLE:

---
Save Problems
Save could not be completed. Try File > Save As... if the problem persists.

Reason:
Some characters cannot be mapped using "Cp1252" character encoding for file
{IFS path here}. Either change the encoding or remove the characters which
are not supported by the "Cp1252" character encoding.

Details:
Input length = 1
---

Is there a good way to find the characters it doesn't like? Just
eyeball-ing it, I don't see anything that looks bogus.

Thanks
