Thank you Steve. I opened a case with IBM and they confirmed this. My problems did start with 24H2.

IBM Support is seeing an increase in the number of people moving to the new Windows 24H2 update. This update has been causing issues with RDi.exe, and other Java Applications.

Some customers have reported that a new workspace corrects this issue, others it does not.
Microsoft issued a fix, (KB5048667), but it doesn't appear to correct the issue at this time.
If you can, avoid updating to Windows 24H2 at this time, until a proper fix is issued.
Continue to update the existing installation of Windows 11.
