Use the 2nd link to download the zip file from Fix Central. You can then use the install new software method using that zip.
You can also make it available for others in your company with only one download.

My company does not use Zscaler. How then would I proceed? I've been poking around the Zscaler website. I see no way to download a cert.

That looks like a certificate error.
If your company uses anything like Zscaler for web certificates you may want to add the Zscaler certificates to the cert store of the Java that RDI is using.
Download the zscaler cert.
"C:\IBM\RDI9.8\IBM Rational Developer for i\jdk\bin\keytool.exe" -importcert -noprompt -trustcacerts -alias zscaler -file ".\zscaler.crt" --cacerts -storepass changeit
You change "C:\IBM\RDI9.8\IBM Rational Developer for i\" to point to where you have RDI installed.
