Hi Bill,
While the copy and re-use of a 96 workspace does work in 98, there could be some legacy icons for some views stored that may be causing issues.
Check your log. And If you notice Eclipse errors finding icons, you may need to:
1) Close the view that has the missing icon, and restart RDi with -clean or
2) Export and import your settings in a new workspace
Eclipse did change some of the icon types between 4.6 (9.6) and 4.23 (9.8).

It is working for my co-worker. I copied my 9.6 workspace and let 9.8 upgrade it. It neither imported the previous list nor saves anything I open.
