I opened a case with IBM. Their answer:

To find out what PTFs you may need expand your connection in the Remote Systems view and right-click on the Objects element and run the Verify Connection action. When it completes then expand *all* the twisties to see what PTFs need to be applied.

That raises an interesting question - is there a minimum O/S level for RDi
9.8 to be fully functional? For the Debug to work? Are those PTFs only at a certain O/S level and higher?
