Re: Copy User Actions?

In the main Menu Bar you should find an ISPHERE choice. This provides a dropdown with options for:

RSE Filter Management
RSE Command Management
RSE User Action Management

- the latter is probably what you want.

The process is not overly intuitive, (IMHO) so you may wish to follow the steps described in the Help:
