For the life of me I couldn't figure out why this instance, my "new" laptop, was behaving like that, yet my old laptop wasn't. I've had to switch between the laptops twice in the last 8 months. It took two service centers (and main boards) to get my "new" laptop functioning.

In the RSE View, there's an icon in the upper right that is two
horizontal yellow arrows stacked above each other, facing left and
right. This is the 'Link with Editor' setting.
Clicking that toggles this behaviour on and off.

Lets say I have 4 source members open... I search for and open a 5th source member (by expanding my object list under Remote Systems Ex). Ooops, I opened the wrong member. So I close it. The Remote Systems tab repositions to the currently open source member - this could often be in another library, etc.
