There is no special configuration required in RDi for reaching out to the Eclipse Marketplace.
Can you open the URL in your Internet browser? I get back an XML document, when I open it in my browser.

I'm running RDI 9.6.0.11 and when I try to open Eclipse Marketplace I get an error "cannot complete request to
