I had the same issue. Besides running RDi as Administrator, I found that installing iSphere from the Eclipse Marketplace (Help >> Eclipse Marketplace...) worked. I remember after I searched for ISphere, there was a button that said "Installed". I clicked it and then, it went to "Update". I clicked it again and it installed without issue.

I have a couple of developers that I upgraded their RDI to 9.6.0.11. When trying to install iSphere for RDi 9.5.1.3+ I'm getting the following error message below.
