If you are using a more recent version of RDi (9.6.0.8+) you can go to preferences and type "closure" into the "type filter text" box and it will filter you quickly to the Key Behavior settings. (If you haven't used this quick filter feature, it saves a TON of time finding preferences). It will also find preferences in the drop downs as well, so ENDXX will also take you to the settings quickly also.

Then select the proper Style in the drop down menu under the Automatic closure of the control block settings.

This setting WILL also work with dcl-proc.

I don't know about automatically updating a dcl-, but you can have the inserted "end" update automatically. Goto preferences > Remote Systems > Remote Systems LPEX Editor > IBM i Parsers > ILE RPG > Key Behavior
