It's an all-purpose portal; not specific to RDi.
You'll need to have an IBM ID that's linked to your customer number/site.
Open a case is the link you're after; upper right as of this writing.

I *thought* my ID was linked to a couple of customers, but apparently not.

Apparently unlicensed demo users can't file an issue, unless I'm still
confused on this matter.
