Not sure but I tried the update within the last couple of hours, so I don't think it was in transition. I'm going to investigate a couple of other possibilities, i.e. the firewall may be flagging the site, etc.

I wonder if this is the same issue some have reported recently - Thomas has been updating several times in the last few days, and maybe the repository was in transition.

I had no problem last week getting 4.00, then 4.01 - it's now at 4.03 or 4.04, I'll be trying to upgrade today.

I can get to the site manually and was able follow the instructions to do the update locally.
