Yup - looks like a bug to me, Thomas. Tried it myself at 9.6.0.9 and get an empty list when *LIBL is expanded.
Tried it on a much older version (9.5.1.3) and sure enough - get a prompt to establish a connection.
(If there >is< a connection already established for 9.6.0.9, it will expand the *LIBL.)
Are you submitting a PMR?
