Yes, I was disappointed that those filters do not work in that context.  I
think that is worth an APAR if you like

I found my problem.  I have an IFS filter for the dir in question, and I
was trying to pick the filter itself.  It looks like I have to expand
the
root file system and then browse for the dir.
