I had problems too. I think I used install manager from my 9.5 install and
added the 9.6 directory to the repository list.
Install manager updated and I was able to install it.
IIRC the eclipse.app wouldn’t launch so I had to tweak the eclipse.ini file
so it used a different configuration directory.
In Eclipse.app/Contents/Eclipse, I had to add something like this...
-configuration
@user.home/RDi96conf
To the eclipse.ini file.
